The most importain part of the question, would I attend ,NO. I live in Mo. I come to vegas for what I don't have here. I come to see different things. As far as the other questions, If they have the money spend it. but it sounds kind of dumb to build it, then look for a

I think Las Vegas should attempt to build the arena to diversify your entertainment. I would not attend the arena events. It should be built in the Lake Las Vegas area. Margaret Russell  Colorado Springs, CO
